Finland Prepares to Include Horseracing in New Competitive Gambling Market
The Finnish government has announced plans to bring horseracing into its upcoming licensed gambling market, marking a key step in the nation’s efforts toward a competitive and regulated betting landscape. Expected to launch in 2026, this new market will include horseracing as a licensed activity alongside sports betting and online casino gaming. This shift ends Finland's current gambling monopoly on these sectors, while lottery and land-based casinos will remain under the control of Veikkaus, the existing monopoly operator.
Key Features of Finland’s New Gambling Market
The reformed market will allow licensed operators to enter Finland under strict regulations, with an overarching goal to improve "channelisation"—the process of ensuring that local players gamble on licensed platforms rather than unregulated ones. Here are some notable elements:
- - Horseracing Integration: Horseracing will be permitted in the competitive market, supported by state funding for breeding initiatives and consultancy.
- - Support for Hippos ry: The national horse breeding organization, Hippos ry, will receive funds to oversee industry development and enforce anti-doping measures.
- - Veikkaus Monopoly Retention: While sports betting and online casino operations open up to licenses, Veikkaus retains exclusive rights over lotteries, betting games, and land-based casino operations.
Timeline for Implementation
The draft law detailing the new market regulations will be sent to the EU Commission for review before submission to the Finnish parliament in spring 2025. If approved, the market is set to go live by January 1, 2026.
Background and Industry Reception
This regulatory move aligns with the Finnish government’s long-term goal to minimize gambling-related harm and create a controlled market. In October 2023, the European Gaming and Betting Association (EGBA) praised Finland’s licensing initiative as a positive development for both operators and players, promoting a safer and well-regulated environment for Finnish bettors.
